A long update this week - there will be a lot going on! I know this was a tough week for a lot of folks, and I hope you can find some time in the next few days and enjoy the more comfortable temperatures before the heat returns. Here's what we're going to cover:
On Monday, June 20, there will be no curbside collections from the Streets Division, and all three drop-off sites will be closed.
On Tuesday, June 21 the drop-off sites reopen and curbside collections resume.
Residents who have a Monday and Tuesday trash and recycling collection should have their carts out to the curb for pickup by 6:30am on Tuesday, June 21. This is the normal procedure following a holiday.
If you are assigned to place your cart (or carts) out for pickup on June 21, and your cart is not emptied at the regular time – keep the cart out for collection. The cart will be emptied, however some collection of trash and recycling may be delayed until Wednesday, June 22.
As staff is reassigned from other duties to assist with brush collection, it leaves fewer operators available to perform the make-up collection that typically follows a holiday.
The Streets Division will make every effort to collect the carts scheduled to be placed to the curb on June 21, 2022, but unfortunately there may be delays.
City offices are closed on Monday, June 20
Administrative offices are closed on Monday, June 20, for Juneteenth. Emergency services will be open; please call 911.
Streets Division drop-off sites will be closed on Sunday, June 19, and Monday, June 20, in observance of the Juneteenth holiday. Residents planning on using the Olin Avenue drop-off site on Saturday, June 18, should be prepared for large vehicle traffic, dust, noise, and potential delays. You may want to choose either the Sycamore Avenue or South Point Road drop-off sites.
Metro Transit will operate standard service on Juneteenth, Sunday, June 19, and on the observed holiday of Monday, June 20, with the exception of Route 80 and 84 UW Campus service. More information can be found here.

Make Music Madison will return Tuesday, June 21st, 2022. Coffee shops, restaurants, front porches, and parks across Madison will fill with music for anyone to enjoy!
Make Music Madison is a free, citywide, outdoor day of music held annually on the summer solstice. Initiated in Madison in 2013, our festival is part of the larger Make Music Day, an international summer solstice music celebration occurring in 1,000+ cities across the globe.

The Streets and Urban Forestry Division have been hard at work cleaning up from the recent severe storm. You can read the latest on what to expect on the cleanup process by clicking here. Crews will be out on Saturday early. Be cautious if using to Olin Avenue drop-off site on June 18, 2022. Clean-up operations from the June 13 storm will continue through the week and onto Saturday. Collection will resume next week following the Juneteenth holiday.
On Saturday, residents with large piles of brush may see Streets Division chipper crews drive past piles without collecting them. This is normal operations for chipper crews.
Piles of brush that are too large for chipper crews, or piles would take them too long for them to process, are instead assigned to a truck-mounted crane vehicle to collect later.
The Parks department has brought back the chain gate and 'Parking Lot Closed at 8pm' sign in place at the Hiestand parking lot entrance. The boulders placed last year to dissuade vehicles from taking creative measures to access the lot are still in place. The Park Rangers have agreed to begin locking the parking lot starting from 6/16/2022, at 8pm. Parks staff will unlock the parking lot by 7:30am every morning to provide parking for the public. The recently reported incidents were found by staff to be concerning enough to raise the question of closing the parking lot once again. The Madison Police Department was able to confirm these incidents, and have agreed to assist Park Rangers if necessary when closing the lot. The ultimate decision to close the lot was made by the Parks Superintendent and is intended to be a temporary intervention to reduce the concerning behavior. Parks will continue the lot closure until August and will re-evaluate the situation at that time.
Three projects to highlight this week.
First, the new development at the corner of Sprecher and Milwaukee Street has submitted their application. It's not yet on the list of City Development projects, but it is in Legistar. Alder Lemmer lead a neighborhood meeting about this project back in December, and you can watch that video here. The project plan has 160 units in a 4 story building, and 170 parking stalls (75 outside, 95 underground) and 167 bike stalls. The project will be at the Plan Commission on August 8th, and we'll likely have a refresher neighborhood meeting sometime in July -stay tuned!
At the June 27th Plan Commission meeting, the Emerson Senior Living center (402 Rustic Dr) will be asking for a conditonial use alteration to update their resident count from 8-10 residents to be 9-15. They are not asking for any exterior alterations or changing the building footprint. My understanding is this was originally approved several years ago but wasn't implemented in time, so this is asking to have those conditions reapproved.
Finally, the Plaza Hotel on East Washington will be moving forward with a conversion to workforce housing, and the developer hopes to submit plans soon, possibly by the end of the month. When they do, I'll share those submissions and have more details.
Parks Alive is a collaborative effort across multiple City departments and involves many community-based stakeholders and mobile resources. Madison Public Library, in partnership with Ho-Chunk Gaming Madison, is seeking a Native American Storyteller to facilitate programs during a two-month residency between October and December 2022. The goal is to highlight Native stories and culture, past and present. The selected individual will be compensated $2,700 plus a stipend for supplies. Learn more here.
Mayor Satya Rhodes-Conway is collaborating with Mayors for a Guaranteed Income to give 155 randomly chosen eligible Madison families an unconditional cash gift: no strings attached. The families that are chosen to participate will receive $500 dollars a month for 12 months to use however they see fit. Application is open June 21-July 3. The Madison Forward Fund is an experiment to determine how a guaranteed base income could address poverty and create more access and opportunity for residents and their families struggling economically. The Madison Forward Fund program is modeled after the Stockton Economic Empowerment Demonstration (SEED), which was the nation's first municipal-level Guaranteed Basic Income (GBI) program. Comparable to SEED, the Madison Forward Fund program will evaluate how an income floor of $500 a month can improve the economic security of and well-being of City of Madison residents. The Madison Forward Fund is designed to be a study (known as a randomized controlled trial) to track impacts on the selected families and families that are similar to them so we can draw more robust conclusions.
The Madison Forward Fund is funded by private donations.
